HES ORG OFFICER Assists the HCO Exec Sec by organizing Divisions 7, 1 and 2 functions, lines, terminals, hats and materiel so that the products of these divisions get produced in quantity with quality. ORG EXEC SEC Coordinates and runs Divisions 3, 4, 5 and 6 and gets the functions of these divisions done and their products produced in quantity with quality. OES ORG OFFICER Assists the Org Exec Sec by organizing Divisions 3, 4, 5 and 6 functions, lines, terminals, hats and materiel so that the products of these divisions get produced in quantity with quality. DIVISION 7 DIVISION 7 SECRETARY (LRH COMMUNICATOR) Cares for the executives of the org, their offices, comm lines and supplies and sees that they can work without distraction. THE FULL FUNCTIONS OF EVERY EXECUTIVE, DIVISION, DEPARTMENT, SECTION AND UNIT ARE TO BE FOUND IN THE OEC VOLUMES. THE VOLUMES Establishes HCO and the org by recruiting eligible persons, posting by org board, hatting, training and apprenticing staff to do their posts, seeing that all personnel on staff are utilized, getting org comm distributed and lines policed into, within and out of the org to keep flows moving, sees that stats are kept and true and the staff and public ethical. Sees that his comms fly and look well. Ensures that LRH tech, admin and ethics procedures are safeguarded and adhered to without deviation. Enhances LRH image and increases the public’s affinity with him. Sees that grounds and quarters are clean, safe, attractive and viable and that furnishings are provided and cared for and equipment maintained. Department 20 Legal Handles the external environment of an organization so that Scientology can expand. Department 19 Office of the Exec Dir Keeps the organization there and functioning. Coordinates and gets the functions of the org done per policy. Keeps the org solvent, viable, producing and expanding in all its divisions and departments. FBO Collects and banks all the money taken in in the org. Sees that bank accounts are in good order, reconciled, not overdrawn and all bounced checks collected. Gets in the prom actions of an org and enforces delivery by ensuring monies are wisely allocated to areas that give a return and also by demanding monies allocated get used to produce a result. Creates incomes and ensures his org’s exchange is in by taking the Flag target off the top each week and sending it to Flag. DIVISION 2 DISSEMINATION SECRETARY DIVISION 3 TREASURY SECRETARY DIVISION 4 TECHNICAL SECRETARY Creates the Dissem Division by manning it up and training its personnel in their activities by policy and sees that Dianetic and Scientology materials are widely disseminated and readily available, sees public are procured for service and that records and files of public people, the backbone of procurement, are kept accurate and orderly and are used and that the org thereby makes adequate income. Creates Division 3 by manning and training its personnel on policy and polices all money lines (income and disbursement) and coordinates functions of Treasury Division to get product of assets and reserves. Creates the full division and keeps it manned, tightly organized and on schedule and gives highvolume, high-quality training and auditing with excellent results on every pc and student so that the org truly and proudly delivers. Invoices all income, maintains customer accounts folders accurately and in PT, sends out statements and collects all credit owed the org. Department 2 Department 5 Department of Disbursements Gives excellent fast service to the org’s pcs and students, scheduling them, calling in all APs, assisting public with transport and housing, routing them into and within the org rapidly and handling individually so each one receives his service and keeps every Supervisor and auditor flat-out busy provided by folders, supplies and informed by up-tothe-minute boards. Department of Communications Routes public and incoming particles to the correct org terminal for handling; swiftly distributes mail and despatches throughout the org; gets unanswered comm handled and sees to it that letters and mail particles from org to public are sent out without delay and handles the org’s transport. Department 3 Department of I & R Inspects projects and orders for completion and reports to those execs who issued them; collects and graphs stats and posts OIC weekly; keeps stats honest; isolates individuals who are stopping proper flows and handles with ethics tech and by removing as necessary SPs and PTSes off org comm lines. Corrects the whole org and its products and field by manning Qual and training Qual staff and by making every Qual function actually occur. Ships all orders received within 24 hours and keeps stocks up including course materials and hats for the org and keeps the HCO book account fat by promoting and selling the materials. Department 6 Department of Registration Gets in the GI that runs the org by having an up-to-date manned CF and Address, floods of letters out, BLS trained Registrars, tours, ARC Break Reges and auditors, no-wait reception and re-sign lines all busily functioning to drive more business down on Tech than it can handle but without scheduling or programing cases or making promises org cannot fulfill but for sure making the GI and from the many. Department 8 Makes up and maintains files of all business done with firms or individuals by the org, does the org’s purchasing and pays all verified bills per an on-policy FP and OEC Vol 3. Department 9 Department of RAM Handles org’s supplies, keeps precise records of org’s bank accounts and other financial dealings and audits, cares for org’s materiel and increases org reserves. Department 11 Department of Training Effectively and rapidly trains students on courses up to the class of the org, using standard supervision, Word Clearing and standard materials without verbal interpretation to turn out competent auditors and course graduates who get excellent results applying their materials and makes sure he has, posts and trains enough Supervisors and Course Administrators to do so. Department 12 Department of Processing Delivers high-quality intensive auditing to pcs on all levels and actions up to the class of the org, getting each pc up the Grade Chart with a minimum of repair and excellent results and wins and sees he has an abundance of fully trained and interned Case Supervisors and auditors to do so. Dept 14 Personnel Enhancement DIVISION 6 DISTRIBUTION SECRETARY Creates, staffs, trains and runs a Div 6 that promotes and gets new public into the org, indoctrinates them on Dianetics and Scientology, starts them on their first service in Division 4 and takes control over raw broad public. Dept 15 Correction Department 13 Department of Validity Qual Reception, invoicing all “customers,” org and public, in and out of Qual. Examines correctly students and pcs to ensure they have actually made it, issues the certificates to those who actually have and reviews those who haven’t until they can make it, and by these actions ensures a high-quality product without backlog but with no “fast flow” or attest only. Department 14 Department of Personnel Enhancement Cares for staff as individual staff members by flawless standard use of staff training programs, Word Clearing, Product Clearing, Post Purpose Clearing, emergency assists, case handling, care of health and Chaplain services and trains interns into real auditors and Supervisors. Department 15 Department of Correction Corrects the whole org by correcting its staff, using a complete library of standard tech and policy and flubless cramming on it and accurate Why Finding so that all tech and admin actions in the org are done fully and properly with the result of high quantity and quality production to the realization of an expanding solvent org. Dept 16 Public Information Dept 17 Public Servicing Dept 18 Clearing Department 16 Department of Public Information Drives new public into Dept 17 for indoctrination by book ads, book selling, surveyed promotion, tours, street handouts, body routing, info pack mailings, distributed success stories and good PR in local community and develops, tries out and pushes new programs to do so in order to drive down more public on the org than it can handle. Department 17 Department of Public Servicing Indoctrinates new public on what Dianetics and Scientology are via testing, demonstrations, introductory lectures, film and tape plays, Sunday services, interviews and then sells and registrars them and starts them on minor or preferably major services in Div 4 and sees they get there. Department Department of Clearing Appoints, trains Scientologists as FSMs and establishes groups, missions and city offices in the field and runs them as a sales network for the org, selling books and selecting new people for service in return for commissions and scholarships and takes control of broad raw public.
